The Wollongong Head (or Flagstaff Hill lighthouse) was completed in 1931 at a cost of 9,067 pounds ($18,814), being the first new lighthouse constructed in NSW since 1903.
Constructed of reinforced concrete it replaced the old Wollongong Harbour (Belmore Basin) Light out necessity for a larger lighthouse to service coastal shipping once the Port Kembla steelworks and Harbour infrastructure began to expand its processing capability.
Due to a fault in the original lighting apparatus a temporary acetylene gas light lit the tower until a new light arrived in October 1938.

I am not sure when the guns were placed here but there is an interesting and substantial 64 metre long fortification on the hill overlooking the Belmore Basin (Wollongong Harbour) which was built in 1893 to defend the approaches to Wollongong Harbour from possible Russian attack.
